[2022 Spring] Information on National Health Insurance and Health Center

I. National Health Insurance

From March 1st, 2021, due to substantive changes in regulations regarding national health insurance, all foreign students (D2 VISA Holders) and Overseas Koreans (F4 Visa Holders(외국국적동포)/재외국민) are obliged to register to national health insurance during their stay in Korea. The requirements in the registration and the insurance fees are subject to change depending on the student’s nationality, VISA type, income level, properties, and more.

-Students with D-2 VISA (International Students) Students with D-2 VISA will be automatically registered for health insurance from the day they are successfully registered for their update in status as a foreigner after they initially arrive in Korea, and until February of 2023, the reduction rate of the insurance fee will be temporarily higher than the original rate is. From 2022 to February of 2023, the monthly insurance fee will be 56,030 won, and from the year after, due to the increase in national health insurance for foreigners and decrease in the reduction rate, the actual health insurance fee is expected to increase as well. -Overseas Koreans(Students with F-4 VISA(외국국적동포)/재외국민) Students with F-4 VISA or overseas Koreans will be automatically registered for health insurance 6 months after the day of initial arrival; however, if your status as a student cannot be confirmed, the full insurance fee will be levied. If you desire to reduce your insurance fee, you may submit your Certificate of Registration in Korea University to the NHIS office, and your insurance fee may be reduced in the rate students with D-2 VISA are reduced according to. Please note that as soon as you submit your Certificate of Registration, your insurance will be charged by NHIS Center automatically even before 6 months pass from your arrival date (only applied to undergraduate students). However, if you are staying in Korea with your parents and you are registered as a dependent, then you do not need to register for national health insurance. *How to submit your Certificate of Registration: Visit Seoul Foreigner Civil Service center or send it by fax to the NHIS office in the district you are residing in (*Refer to the Attached file #2). ※ Regardless of your VISA type, students with D-2 VISA or F-4 VISA/Overseas Koreans who have annual income of over 3,600,000 KRW, or property table of over 13,500,000 KRW will all be excluded from the subject to insurance fee reduction. ※ Sometimes it takes 1 month or longer to get an ARC, so we kindly recommend you to take out travel insurance before you leave your country. (It is separate from NHIS) -Students who are excluded from the mandatory application: If you fall into one of the following categories, you can apply for exclusion from health insurance application: ▶France ● Due to an agreed provision between governments, you are excluded from the mandatory application of health insurance. ● You must submit ‘Application for exclusion’ and ‘Disqualification Report’ (After confirming your nationality, you will be excluded from the application/payment) (*Refer to the Attached file #3, #4). ▶Japan ● Due to Japan’s national system of paying for their own nationals’ overseas health insurance fee on their behalves, you are excluded from the mandatory application of health insurance. ● You must submit **your own national (Japanese) health insurance card, ‘Application for exclusion’ and ‘Disqualification Report’ (*Refer to the Attached file #3, #4). ▶United States of America ● Health security system of the U.S.A. is selectively provided to government officials, military personnel, and their families. ● You must submit your **Uniform Card or Blue Cross/Blue Shield Insurance Card, ‘Application for exclusion’ and ‘Disqualification Report’ (*Refer to the Attached file #3, #4). **If you apply for exclusion as a Blue Cross/Blue Shield card holder, you must apply for exclusion every year. ** All documents must be translated to Korean. (Notarization is not required) *How to submit your Application for exclusion: Application can be submitted in person or by FAX. (the NHIS office at your district or NHIS Seoul Center for Foreign REsidents) (You can check the fax number of the NHIS office at your district at https://www.nhis.or.kr/nhis/about/wbhafb01600m01.do) -Application for Electronic Notice or Automatic Transfer Students can receive mobile print billing when applying for Electronic Notice, and pay for insurance fee by automatic transfer more conviniently. ▶ Electronic Notice : Students can receive print billing via email or mobile instead of paper print billing. (*recommended) ▶ Automatic Transfer : If you apply for it, the insurance fee would be deducted from your bank account automatically on the 25th of every month. ● Required documents : Application form for the Electronic Notice Service and Application form for the Automatic Transfer (*Refer to the Attached file #5, #6) ● How to apply : download ‘The 건강보험’ app, apply on website, fax or by phone (*Refer to the Attached file #2) -Re-Enrolling NHIS after acceptance the application of exclusion If your application of exclusion were accepted due to the foreign laws, you can re-enroll the NHIS when you apply for it. But, it is not possible to apply for exclusion for the same reason (foreign laws) in the future. Other Questions regarding NHIS NHIS is the organization which is seperated from KU, so KU cannot get students’ information related to the NHIS. II. HEALTH CENTER The health center at Korea University provides quality preliminary care to support the pursuit of academic excellence for Korea University. If you have paid the health center fee, one of the optional fees on your tuition invoice, you can use the center free of cost. (Please note that there are fee-charging services even for those who paid the health center fee, but it will be available at a very low rate.) For those who paid the health center fee, emergency medicines such as tablets for headache, fever, stomach upset and for some ointments and bandaids for small bruises will be available free of cost. However, even for those who did not pay, the health center offers the above medicines at a much lower rate than local pharmacies. The health center also has ‘InBody room’ for physical exam including body composition, blood pressure and stress test. (2,000 KRW for those who did not pay the health center fee) The health center promotes good health and well-being through preventative medical care in order to keep your health. If you get sick, please visit the center first.
